7-km long jogging track togive new look to Walled City
IQTIDAR GILANI
LAHORE - Parks and Horticulture Authority is establishing seven kilometer long jogging track in the Circular Garden as part of its rehabilitation work, meant to restore the grandeur of the historical garden around the Walled City, sources informed The Nation on Friday.
The proposed jogging track, if established, will be the biggest such facility in Lahore, surpassing 2.75 kilometer long existing track in Racecourse Park. The completion of rehabilitation work in the Circular Garden will also give a new look to the entire Walled City.
PHA officials say that the jogging track would be an important feature of revival of Circular Garden that would provide a much needed facility not only to the residents of the Walled City and Northern Lahore but all the interested Lahorites.
At present, jogging tracks in Racecourse Park, Model Town Park, Bagh-e-Jinnah and Gulshan-e-Iqbal Park are attracting a large number of people and PHA officials believe that establishment of another such facility in the city will considerably reduce burden from existing tracks.
“Jogging tracks in different parks are small. At present the biggest track is in Racecourse Park with 2.75 kilometer length. Jogging track in Circular Garden will be 7 kilometer long, more than double the length of such facility in Racecourse Park”, said Deputy Director Horticulture Riaz Ahmed Awan, adding, the Circular Garden jogging track would not only attract people from nearby localities but also from other parts of the city.
PHA officials say that PC-1 of the Circular Garden has been prepared and the major hurdle in the start of rehabilitation work is removal of encroachments.
Actual area of Circular Garden is 106 acres, out of which 35 acre parkland is encroached, leaving only 71 acre at the present stage. Massive encroachments have not only deprived the locality of green area but also spoiled the entire outlook.
PHA officials informed that the cost of rehabilitation of available 71-acre area is estimated at Rs 147 million but if all the encroachments are removed to restore the actual land of Circular Garden, the cost will increase to Rs 268.53 million.
“The reason behind considerable increase in the cost of the project is the lack of infrastructure on areas where encroachments are established. The cost of civil work on the available land is far less than on the land from where encroachments are removed”, Malik Riaz Awan said.

New plan to rid Lahore Fort of traffic smoke
By Arshad Dogar
LAHORE: The government plans to reroute the Outer Circular road running between Nayyar Wasti Chowk to Azadi Chowk and combine the Lahore Fort, Badshahi Mosque and Iqbal Park into one complex, Daily Times has learnt on Wednesday. The objective of this project is to improve the environmental conditions of the historical and cultural complex of Lahore Fort and Badshahi Mosque.
The PC-II Proforma feasibility study for re-aligning the Outer-Circular Road has been approved by the Housing and Urban Development and Public Health Engineering Department.
The Traffic Engineering and Planning Agency will decide the feasibility of this part of the Outer Circular Road section and submit a funding proposal to the government within two months. The estimated cost is Rs 800 million.
The estimated cost of the feasibility study is Rs 10 million. The study will be financed with funds diverted from the Annual Development Programme (ADP) for other projects in the Walled City.
According to the PC-II Proforma provided to Daily Times, the Outer Circular Road would be re-aligned around the grounds of Iqbal Park and Minto Park, or through a tunnel along the existing route.
According to the technical experts of TEPA, the project would benefit the tourism industry and re-creational activities. It would also help save the historical monuments of the Lahore Fort and the Badshahi Mosque from the traffic emissions. It would also provide a cleaner environment.
The proposed project would also help in generating around 20,000 employment opportunities during the implementation of the scheme and after its completion. Around 10 persons shall remain employed for its maintenance.
The PC-II Proforma has described that only local material shall be used for its routine maintenance and that the annual maintenance cost of the project will be around Rs 1.6 million.
The consultants deciding whether to redirect roads or build a tunnel will arrange public hearings for the Environmental Protection Agency (EPA).
The project is a part of the revitalising and improvement of historic Walled City project, which had been launched by the Government of Punjab.
