ISLAMABAD: The project to convert Latherer Road into two lanes is in doldrums, as the development work could not be started since long on the project. According to sources, under the Phase-II, Rs. 400 million would be spent to make the road two lanes and tenders were sought for the project in April and the lowest bid was 18 percent high as compare to the estimated cost and former Chairman Kamran Lashari postponed it. Although, the contract of Zero Point Interchange was awarded 69 percent high as compare to the estimated cost, sources added. Officials told that after canceling of tenders, pre-qualification of Construction Firms were sought again and the applications were scrutinized but tenders were not sought as the file was put in cold storage.

The state of the old bridge-2.
Another showing the plight of the commuters. They reduce their speeds to crawl here to avoid any damage to their vehicles.
The fractures are so deep!

Another view of the congested crossing with no traffic signals resulting in extreme weaving of traffic from all 4 directions.
A view showing the slip road to Islamabad Expressway at the bottom and the road to Khanna Bridge going higher.
That's all then.

All set to launch construction work
Thursday, July 16, 2009

All is set to launch physical work on the 8-kilometre 3-lane Lehtrar dual carriageway linking Taramari Chowk, located at the eastern end of the ‘Garden Avenue’ with Pinstech.
Capital Development Authority (CDA) Chairman Imtiaz Inayat Elahi, late Tuesday afternoon, paid a visit to the base camp established by the contractors, M/s MAKSONS, engaged by the authority for execution of work on the project.
The chairman, who also had a tour of the existing road from ‘Khanna Bridge’ on the Islamabad Expressway to Pinstech, directed the contractors as well as the officials from the concerned directorates of the authority to take special care to preserve the trees along the road on both sides of the upcoming Lehtrar dual carriageway.
“Once completed this dual carriageway would provide better road access to the people of adjoining areas and an alternate route for the people of Kashmir, especially to Bagh and Rawalakot as well,” the chairman said.
The Rs735 million project, work on which started from June 15 this year, but is yet to be formally inaugurated by a dignitary, most likely Prime Minister Syed Yusuf Raza Gilani, is scheduled to be completed within 18 months by December 14, 2010.
The 8-km each side, two-lane project with a shoulder of 3.65-meter width, which would be of the same specifications as of the road itself, will have two bridges and a median of variable width up to 24 feet running in between.
The Director-General (Works) of the CDA, Abdul Jabbar Melano, when contacted told ‘The News’ that the total length of the project will be 16-km, 8-km each side. “Over eight thousands vehicles pass through the existing road daily and once this dual carriageway would be completed people of the area as well as those travelling on this part of the road would certainly feel a lot relieved,” he said.
The sources in the CDA told ‘The News’ that there were a few constraints that the project was confronted as some graves and mosques, coming in the project may be required to be shifted/relocated while the work on relocation of services and utilities would also be something that would require a lot of attention to prevent any hiccup in execution of work on this project.

If a camp of Maksons can be deployed safely and extensively it will be near Taramari Chowk.
But Lethrar road is already 2 lane on each side don't get the 16km new extension they are talking about. The track from taramari chowk to khanna is a new one and flawless while the other is great as far as the road goes but the bridges are in dilapidated condition, they were declared dangerous when the new track was being made but then the signs were removed.
But then again it doesn't comply with the 16km they are talking about... anyhow the news says 3-lane at first, then it says 2-lane, please clarify.

ZPI, Lehtrar Road and Park Enclave Project inaugurated
eProperty | Islamabad Real Estate | July 6, 2011
Park Enclave project a must to make capital role model, says PM
ISLAMABAD: Prime Minister Yousuf Raza Gilani inaugurated Zero Point Interchange (ZPI), Dualisation of Lehtrar Road and residential project Park Enclave on Tuesday.
Addressing the ceremony, Gilani said though Park Enclave Islamabad seem like a residential project was for the elite class, it was necessary because Islamabad was the federal capital and it should be a role model for the people and investors who come from outside the country. He said but still societies for the middle class would be constructed.
There was a problem of water in the federal capital due to which a committee has been formed and it has been convincing all provinces to give water for the federal capital, he said.
While talking to journalists Gilani said government was very keen to solve the problem and shortage of CNG.
CDA Chairman Imtiaz Inayat Elahi said it was matter of honor for him that after 22 years CDA had launched a residential sector. Due to international importance of the city there should be model infrastructure. CDA had been continuously constructing overhead bridges, under passes and flyovers, he added. He said during construction of ZPI trees were shifted to other places. Changes in design saved 200 trees, he said, adding, 10 lops out of 11 had been completed.
He said Lehtrar road was also very important. Every day 12,000 vehicles passed from that road. As road had been completed so residents of Lehtrar, Nilore, Ali Pur Farash, Kahota and other areas will be facilitated.
Regarding Park Enclave he said Park Enclave would be environment friendly and gated colony. In those residential building facilities of community care buildings, parks, lakes, open-air restaurant, walking tracks, LED street lights and other facilities would be provided.
