9th Avenue to be ready by January 31

The Capital Development Authority (CDA) is all set to open 9th Avenue for traffic by January 31 while two out of three underpasses on the road have already been opened, a CDA official said here Monday.

He said the carpeting of 7.5 km long 9th Avenue is in final stages as the contractor has almost completed laying of rigid lanes on both sides of the road. The official said out of three planned underpasses on the road, one between G-8 and G-9 and other between H-8 and H-9 have been opened for traffic while the third one between Sectors I-8 and I-9 would also be opened soon.

He said the project was to be completed this month but due to relocation of G-9 weekly bazaar and monsoon rains it delayed for a few days. He said after removal of stalls from G-9 weekly bazaar the contractor has also accelerated work on remaining part of 9th Avenue.

"Work on 9th Avenue is in full swing now as, installation of street lights on a portion of the avenue between I-8 and H-8 has almost been completed." The landscaping work on both sides of the avenue has also been started and a large number of pine trees and other environment friendly saplings have been planted on both sides of the road, he added.

The official said the project would ease traffic flow on Islamabad Highway from Zero Point to Faizabad especially during the peak hours as most of the commuters use this route for approaching their destinations.

He said the 9th Avenue would also help as an alternate route for the commuters of twin cities of Islamabad and Rawalpindi during the construction work on Zero Point Interchange likely to start next month. He said after completion of the first phase of 9th Avenue, the authority has planned to construct an interchange on Kashmir Highway and a flyover on IJ Principal Road respectively in the second phase.

Multi-billion project may trigger multi-faceted issues

The traffic-engineering experts foresee several bottlenecks, which may lead to severe traffic congestion once the ongoing multi-billion-rupee Zero Point Interchange project is completed.

The concerned authorities, however, are showing blithe lack of concern to deliberate upon the issue even as the experts said the project might give rise to more problems than it can solve. According to a CDA official, the experts have already warned that the CDA would be in a fix once the Zero Point Interchange is opened to traffic by late 2010 as it has not yet foresighted the dramatic increase in traffic flow in the coming years on the adjoining roads.

Under the project, the CDA is going to widen Faisal Avenue from three to six lanes and Kashmir Highway from three to five lanes. The project area spreads not more than one kilometre from central bridge of Zero Point.

The experts fear of severe traffic congestion on both Islamabad Highway and Kashmir Highway when both six and five-lane roads would be merged into three lanes where the project area ends.

Former CDA chairman Tariq Mehmood Khan in a briefing had directed the concerned authorities to look into the matter, stating that it would undermine the image of the project, but according to the official, the financial meltdown and procedural glitches are impeding the matter.

He said the CDA high-ups are of the view that the perimeters of Peshawar Mor Interchange and that of Zero Point touch each other on Kashmir Highway. However, he added that the construction of interchange at Peshawar Mor is not yet in sight within next few years, so no one knows when the remaining portion would be widened.

The official said, Islamabad Highway would continue witnessing traffic congestion until the traffic signal at Sector I-8 crossing is removed. The problem can easily be tackled by building two small overhead bridges to drop traffic moving from I-8 to Faizabad and to Zero Point. A small overhead bridge may also be constructed to provide signal-free access to Shakarparian Road for permanent riddance from signal.

Moreover, under the project, the crossing between Sector G-7 and Sector G-8 near ZTBL would be closed. The official has suggested raising an overhead bridge from G-8’s double road (Noori Hospital Road) to drop it on the G-7 service road that would provide a smooth way between both sectors.

He said by constructing a small bridge at nullah, the service road of Zarai Taraqqiati Bank can be linked with Khayaban-e Suharwardy through service road (East) in front of APP and Dawn offices to reduce traffic load on the main intersection.

According to the official, though Zero Point Interchange would cater to traffic needs for almost 50 years, the above said little issues would undermine its importance. Therefore, it is inevitable for the CDA to remove all such complications and it would not involve huge financial implication.

Islamabad: Capital to have three more boulevards

ISLAMABAD: The Capital Development Authority (CDA) is planning to construct three more avenues in the federal capital. “Planning work on 6th Avenue, 10th and 11th Avenue is underway and the civic agency has issued Terms of Reference (ToR) to eight designing firms including two international companies,” a Capital Development Authority (CDA) official told The Post Monday. He said pre-qualified companies would submit their financial and technical proposals within 45 days of the issuance of TORs. He maintained constructing new avenues was according to the CDA’s Master Plan and hoped that the work on all three avenues would start by the year’s end. It may be mentioned that 6th Avenue will run between sectors F-5-F-6 and G-5-G-6, connecting Margalla Road to Kashmir Highway. While 10th Avenue will connect Margalla Road to IJP Road and pass through sectors F-9, G-9, H-9, I-9 and F-10, G-10, H-10, I-10. Similarly, stretching from Margalla Road to IJP Road, 11th Avenue will run between sectors F-10, G-10, H-10, I-10 and F-11, G-11, H-11, I-11. The authority would execute construction simultaneously on all the three projects, the official said. He added the avenues would be signal-free to avoid any such situation the authority faced at 9th Avenue owing to a signaled crossing at Peshawar Morr-Kashmir Highway Interchange.

9th Avenue flyover in the offing

The Capital Development Authority (CDA) will construct a flyover on 9th Avenue near Peshawar Morr to ensure smooth flow of traffic in the area, while work on the road between Peshawar Morr and Zero Point would be completed within stipulated time period.

Chairman CDA Engineer Farkhand Iqbal said this on the occasion of his visit to Kashmir Highway to review the progress on development activities on Friday. He said, “Sufficient storage of water was available to meet the requirement of the city. However, hour-long power outages cause hindrance in supply of water from tube-wells.”

He said, that in the presence of President Asif Ali Zardari, CDA has signed Memorandum of Understanding (MoU), with Chinese company regarding supply of 200 million gallon of water from Ghazi Barotha water reservoir to the twin cities of Islamabad and Rawalpindi on daily basis. To cope with the energy crisis, the chairman CDA said that CDA would introduce solar energy system as an alternative energy resource.

He said that the tube-well would be operated on solar energy enabling the authority to save millions of rupee.

CDA to construct flyover to ease traffic flow

The Capital Development Authority (CDA) will construct a flyover on Peshawar Morr to ease traffic flow in the area, said CDA Chairman Engineer Farkhand Iqbal. The CDA chairman further said that sufficient storage of water was available to meet the requirements of the city. To cope with the energy crisis, the CDA chairman said that the authority would introduce solar energy system as an alternative energy resource.
