BBH to Chandni Chowk Flyover to be carried soon
Rawalpindi—Commissioner of Rawalpindi Division Zahid Saeed on Tuesday said that the development projects of flyover from Benazir Bhuto Hospital to Chandni Chowk and underpass at Chohr Chowk, Peshawar Road would be carried out by Punjab Highway Department soon.

Presiding over a meeting held in his office to review the projects, he directed WASA, SNGPL, PTCL and IESCO to submit their demands notes for shifting of their services from Murree Road away from the alignment of flyover, so that the payments should be made to them start the project. The meeting was attended by Director General of Rwalpindi Development Authority (RDA) Ch Naseer Ahmed, SE Highway Farhat Munir, CTO Dr Muhammad Azam, Ex. Public Health Muhammad Saleem Raza, TMO Rawal Town Malik Mumtaz Ahmed and representatives of National Logistic Cell (NLC), Islamabad Electric Supply Company (IESCO), Sui Northern Gas Company Ltd (SNGPL) and Pakistan Teelcommunication Company Ltd (PTCL).

The commissioner directed the consultant of the projects, NESPAK, to submit the final design to the office of Chief Engineer Punjab for approval.

The estimated cost of the flyover of Murree Road is Rs.880 million and that of the underpass at Chohr Chowk is Rs. 520 million. It was decided in the meeting that Civil Aviation Authority would be approached for taking the no-objection certificate about the height of flyover which was 5.5 meter and grill of the bridge would be one meter.

LAHORE: A flyover would be constructed at Rawal Road Chowk and Chandni Chowk near Benazir Bhutto Hospital on Murree Road Rawalpindi at a cost of Rs. 83 crore.



Punjab Chief Minister Muhammad Shahbaz Sharif will lay the foundation stone. In the second phase, a flyover would be constructed at Sixth Road Chowk Murree Road. Under this project, upgradation and improvement of Murree Road from Naz Cinema to Fifth Road Chowk would be made. This decision was taken during a special briefing meeting presided over by Punjab Chief Minister Muhammad Shahbaz Sharif held regarding projects being executed under Mega Projects Implementation and City Package in districts of Rawalpindi division, at Punjab House Islamabad. Senior Advisor to Punjab Chief Minister Sardar Zulfiqar Ali Khan Khosa, Raja Ishfaq Sarwar, Members National Assembly Shahid Khakan Abbasi, Muhammad Hanif Abbasi, Malik Abrar, Sheikh Aftab, Chairman Planning and Development, Secretary Finance, Commissioner Rawalpindi Division, DCO Rawalpindi, DG NLC Maj. General Junaid Rehmat and RDA officials also attended the meeting.

Commissioner Rawalpindi Division and other consultants gave a detailed briefing to the Chief Minister regarding development projects. The Chief Minister directed that flyover on Chandni Chowk Murree Road should be completed within 3.5 months while the project of underpass on Chuhar Chowk Peshawar Road be completed within three months and the environmental beauty should be kept in view in the execution of these projects. He said that public welfare projects should be completed speedily so that citizens could benefit from them. He said that measures should be taken expeditiously for the solution of traffic problem in Rawalpindi and difficulties being faced by the citizens should be redressed. He said that after the construction of Rawal Chowk and Chandni Chowk flyover at Murree Road, flyover on Sixth Road would also be completed speedily and in this way signal free traffic could be made possible on a large portion of Murree Road.

The Chief Minister said that no compromise would be made on the quality of construction of these projects and in case of any lapse in the quality of development projects in the province, strict disciplinary action would be ensured against the contractor, firm and other concerned responsible persons. The Chief Minister issued directions to the concerned authorities present on the occasion for speedily accomplishment of annual development programme, city package and the ongoing projects on the special instructions of Chief Minister. The meeting informed the Chief Minister that with the construction of flyovers on Murree Road and underpass on Chuhar Chowk, about next 20 years needs of traffic on the both important roads of Rawalpindi city and Cantt. would be fulfilled and the traffic problems would be considerably reduced. The meeting also gave approval to the development projects of a total of two billion rupees for all the four districts of Rawalpindi division under city package.

CM to inaugurate work on underpass, flyover this month

Rawalpindi: Punjab Chief Minister Muhammad Shahbaz Sharif would lay foundation stone of two big projects, a flyover on Rawal Road Chowk and Chandni Chowk on Benazir Bhutto Road and underpass at Chur Chowk this month.

Talking to APP, Commissioner Rawalpindi Zahid Saeed said the Flyover project would be completed with a cost of Rs900 million while the underpass would be built with more than Rs600 million at Chur Chowk on Peshawar Road.

He said under second phase, another flyover would also be constructed at Sixth Road Chowk on Benazir Bhutto Road while, up-gradation and improvement of Benazir Bhutto Road from Naz Cinema to Fifth Road Chowk would also be made. Commissioner Rawalpindi Division said under the special instructions of Chief Minister Punjab Muhammad Shahbaz Sharif, the flyover project would be completed within three and half months period while the project of underpass at Chur Chowk on Peshawar Road would be completed within three months period.

He said the environmental beauty would also be kept in view during execution of these projects. He said Punjab CM is taking keen interest in development projects of Rawalpindi and solid steps are being taken for the solution of traffic problems in Rawalpindi city. He said that after construction of flyover at Rawal Chowk and Chandni Chowk, another flyover on Sixth Road would also be started to make the road from Benazir Bhutto Hospital to Faizabad signal free. He informed that with the construction of flyovers on Murree Road and underpass on Chor Chowk, the traffic problems on the important roads of the city and Cantt would be resolved for about 20 years. To a question he said, Rawalpindi city now have modern traffic control system under which traffic at six main signals of Murree Road are being regulated.

Work on Rs2b flyover, underpass projects to kick off next month

At last, the city district government has approved the final design of long-awaited Chandni Chowk Flyover and Chur Chowk Underpass here on Tuesday and work is expected to start on these two projects next month.

Earlier, Punjab government handed over these mega projects, costing Rs2billion, to Rawalpindi Development Authority (RDA) and ordered to finish it within three and half months. However, Punjab Chief Minister Mian Shahbaz Sharif took over the projects from Rawalpindi Development Authority (RDA) and handed it over to Communication and Works (C&W) Department, Punjab.

Superintendent Engineers (SE) Highways, Rawalpindi Circle, Farhat Munir presented the final design and plan of Chandni Chowk Flyover and Chur Chowk Underpass to Commissioner, Rawalpindi Division, on Tuesday. Other senior officials of road and building department were also present at commissioner s office on the occasion.

According to Executive Engineers (XEN) Machinery and Maintenance (M&M) Rana Basharat height of Chandni Chowk Flyover would be 5.10 meters and its length would be 588 meters from Chandni Chowk to area near Rehmanabad.

The flyover would be built on 13 pillars and would be double track and comprise three lanes on each side and each of its track would have a width of 11.2 meters. The flyover would be signal free, but signals would be installed on roads under the flyover to control traffic.

He said that diversions for vehicles moving under the Chandni Chowk Flyover would be made for people intending to move towards Sadiqabad, Rawal Road and Commercial Market.

The traffic moving straight on flyover would not be disturbed, however, traffic moving towards the side areas like Sadiqabad, Rawal Road and Commercial Market would take the roads under the flyover and would be controlled via traffic signals, he added.

He said that total Length of Chur Chowk Underpass would be 786 meters that 273 metres towards Peshawar Road and 513 meters towards Mall Road, Saddar, whereas the height of the underpass would be 5.10 meters. The length barrel of underpass would be 60 meters. It would be a double track comprising three lanes, which would be signal free. We would divert traffic towards Misriyal Road, Westridge and Charring Cross through a proper plan, which would be displayed. The traffic moving through the underpass would be signal free, but traffic moving overhead would not be signal free, he added.

Commissioner Rawalpindi Division Captain ® Zahid Saeed told The News that there is drainage problem at Chandni Chowk Flyover, but not at Chur Chowk Underpass. The project would be completed with an estimated cost of Rs2 billion and it would be completed within the deadline of three and half months. We have given contract to National Logistic Cell (NLC) to complete the projects, he added. After the approval of Punjab chief minister work on the flyover and underpass would kick off, he assured.

RAWALPINDI, Nov 23: The Civil Aviation Authority (CAA) raised objection over the height of Chandni Chowk Flyover and asked Punjab government to reduce it from 26 to 23 feet as the current height might disturb the movement of airplanes.

City District Government Rawalpindi (CDGR) officials told Dawn on Wednesday that the CAA officials held a meeting with their senior officials as well as those of the National Logistic Cell (NLC) and the highway department at the defence ministry to discuss the issues pertaining to issuing No Objection Certificate (NOC) for the project and asked to reduce the height of flyover.

The CAA officials also objected to the building by-laws of the CDGR in the area around Benazir Bhutto International Airport and runway near Rawal Road and said that it allowed people to construct 60-foot high buildings in the area whereas the CAA rules clearly articulate that no highrise buildings would be allowed within 200 metres area around the runway.

They said the flyover was being constructed in the area that was nearly two-kilometre away from the runway and its height and lamp-posts would create problems for air traffic in future. They said the Punjab government also constructed Institute of Cardiology on Rawal Road without getting approval from the CAA in violation of the law.

The CDGR and NLC officials were of the view that the Chandni Chowk Flyover`s height would be lower than the existing highrise building in the vicinity. They pointed out that there were more than six buildings in the area that were nearly 40 feet high.

They said that CAA had not raised any objection when these buildings were constructed and now it came forward to raise objection over the Flyover project. They said that it would be difficult for the CDGR to raze the existing buildings.

The CDGR officials refused to reduce the height of Chandni Chowk Flyover and said that the present height would not hinder the air traffic in any way. However, they suggested a proposal that the height of lamp posts could be reduced by two-foot and the street lights could be installed on the grilling.

However, the CAA officials said that the authority would contact International Civil Aviation Organisation (ICAO) for its expert opinion before issuance of NOC to Flyover. In the meanwhile, the work on project should be stopped.

When contacted, Commissioner Zahid Saeed confirmed that the CAA objected to the flyover`s height but the matter would be solved in coming days.

He said he asked the NLC to prepare the map of the area to inform CAA officials that the height of Flyover was lower than the existing buildings but the CAA officials did not accept the offer. He said the government contacted the CAA for NOC to avoid Institute of Cardiology-like controversy. “The work on the project will continue as it had to be completed within 90 days,” he said.
