RAWALPINDI, Aug 27: Chief Minister Punjab Shahbaz Sharif on Saturday approved a multi-million Rawalpindi
development package which included the construction of two flyovers and an underpass.


Presiding over a high-level meeting at the Punjab House, Islamabad, the chief minister directed the authorities concerned to immediately start construction of flyovers at Chandni Chowk and on Rawal Road near Benazir Bhutto Hospital and an underpass at Chur Chowk on Peshawar Road.

The meeting was attended by Senior Adviser to Punjab Chief Minister Sardar Zulfiqar Ali Khan Khosa, MNAs Shahid Khakan Abbasi, Muhammad Hanif Abbasi, Malik Abrar, Sheikh Aftab Chairman Planning and Development, Punjab, Commissioner Rawalpindi Division Zahid Saeed, DCO Rawalpindi Saqib Zafar, DG NLC Maj-General Junaid Rehmat and RDA officials.

While addressing the participants of the meeting, the chief minister said that the public welfare projects should be completed speedily so that the citizens might get the earliest and maximum benefits from them. He said that the expeditious measures should be taken to solve the traffic problems in the city. He directed the officials concerned that the projects should be completed in a way that the environment of the city might not be affected.

According to the details, the underpass at Chur Chowk would cost Rs50 million while the two flyovers would be constructed with the cost of Rs83 million. The ground breaking of these projects would be performed by the chief minister next month.

The chief minister had also directed the officials of the city administration to get the projects completed within three months.

While giving briefing on the projects, the NLC officials said with the construction of flyovers on Murree Road and underpass at Chur Chowk, about 20 years traffic needs on both the important roads of the city and cantonment would be fulfilled and the traffic problems would considerably be reduced.

RAWALPINDI, Sept 14: Rawalpindi Cantonment Board’s demand for Rs80 million to relocate its service infrastructures from the site and the rejection of the design by Punjab government have delayed the Chur Chowk Underpass project at the eleventh hour.

The construction of the Rs520 million underpass was scheduled to start on Friday (tomorrow).

Sources told Dawn that the civic agency had to shift the main water supply line coming from Khanpur Dam, streetlights, traffic signals and army’s underground telephone lines. The RCB has estimated that Rs50 million would be needed for relocation of the water supply lines, Rs18 million for streetlights and the remaining amount for the shifting of telephone lines and main water lines on the both sides of Peshawar Road.

“If the Punjab government did not release the funds, the RCB will not allow the executing agency to start the construction work,” said the sources.

They said the provincial government had not taken the RCB on board for preparing the design of the underpass despite the fact that it would be handed over to the civic agency for use and maintenance. When contacted, RCB Cantonment Executive Officer Rana Manzoor Ahmed Khan said they had demanded Rs80 million from the government for the relocation of utility services. He said the RCB would start relocating the recently-laid main water supply lines on both sides of Peshawar Road at Chur Chowk after getting the design of the underpass. He expressed the hope that the provincial government would release the funds before starting the construction work.

Meanwhile, the communication and works (C&W) department has fired the Karachi-based consultant – Umar Munshi – who was hired by Rawalpindi Development Authority in April for preparing the design of the underpass. The design was rejected for having multiple technical flaws. The RDA had paid Rs2 million to the consultant who took four months to prepare the design. “It was not up to the mark and had many serious technical flaws,” superintending engineer C&W Farhat Munir told Dawn on Wednesday.

Work on Rs2b flyover, underpass projects to kick off next month

At last, the city district government has approved the final design of long-awaited Chandni Chowk Flyover and Chur Chowk Underpass here on Tuesday and work is expected to start on these two projects next month.

Earlier, Punjab government handed over these mega projects, costing Rs2billion, to Rawalpindi Development Authority (RDA) and ordered to finish it within three and half months. However, Punjab Chief Minister Mian Shahbaz Sharif took over the projects from Rawalpindi Development Authority (RDA) and handed it over to Communication and Works (C&W) Department, Punjab.

Superintendent Engineers (SE) Highways, Rawalpindi Circle, Farhat Munir presented the final design and plan of Chandni Chowk Flyover and Chur Chowk Underpass to Commissioner, Rawalpindi Division, on Tuesday. Other senior officials of road and building department were also present at commissioner s office on the occasion.

According to Executive Engineers (XEN) Machinery and Maintenance (M&M) Rana Basharat height of Chandni Chowk Flyover would be 5.10 meters and its length would be 588 meters from Chandni Chowk to area near Rehmanabad.

The flyover would be built on 13 pillars and would be double track and comprise three lanes on each side and each of its track would have a width of 11.2 meters. The flyover would be signal free, but signals would be installed on roads under the flyover to control traffic.

He said that diversions for vehicles moving under the Chandni Chowk Flyover would be made for people intending to move towards Sadiqabad, Rawal Road and Commercial Market.

The traffic moving straight on flyover would not be disturbed, however, traffic moving towards the side areas like Sadiqabad, Rawal Road and Commercial Market would take the roads under the flyover and would be controlled via traffic signals, he added.

He said that total Length of Chur Chowk Underpass would be 786 meters that 273 metres towards Peshawar Road and 513 meters towards Mall Road, Saddar, whereas the height of the underpass would be 5.10 meters. The length barrel of underpass would be 60 meters. It would be a double track comprising three lanes, which would be signal free. We would divert traffic towards Misriyal Road, Westridge and Charring Cross through a proper plan, which would be displayed. The traffic moving through the underpass would be signal free, but traffic moving overhead would not be signal free, he added.

Commissioner Rawalpindi Division Captain ® Zahid Saeed told The News that there is drainage problem at Chandni Chowk Flyover, but not at Chur Chowk Underpass. The project would be completed with an estimated cost of Rs2 billion and it would be completed within the deadline of three and half months. We have given contract to National Logistic Cell (NLC) to complete the projects, he added. After the approval of Punjab chief minister work on the flyover and underpass would kick off, he assured.

UNDERPASS OR FLYOVER?

RAWALPINDI, Oct 15: Punjab government is still at sea whether to build an underpass or a flyover at Chur Chowk despite the allocation of Rs600 million for the project.

Meanwhile, Rawalpindi Cantonment Board (RCB) chopped 80 trees at a nearby greenbelt to facilitate the provincial government to start the project.

However, the RCB has not secured approval from Punjab-Environment Protection Agency (Punjab-EPA) before cutting down 80 Eucalyptus trees at a green belt from Chur Chowk to Kadir Motor bus stop in a hurry without contacting the concerned authorities.

City District Government Rawalpindi (CDGR) sources told Dawn that the provincial authorities were still considering two options either it would construct an underpass or a flyover at the chowk. They said the project could not be started yet as the provincial government failed to prepare its feasibility study.

They said Rawalpindi Development Authority (RDA) prepared a plan with an estimated cost of Rs600 million which was approved by Punjab Chief Minister Shahbaz Sharif to solve traffic congestion at Chur Chowk.However, they said the provincial authorities raised objection against the project and said that the flyover was better option as it would have less chances of water accumulation.

They said the maintenance of the underpass was difficult and the provincial government had to pay more money to RCB to shift utility services while for the flyover, there was no need of shifting underground utility services.

The residents are annoyed because the civic body did not make any attempt to relocate the trees. After the operation, the civic body personnel left the branches and leaves by the side of the road which were gradually removed by slum dwellers living nearby.

"We chopped more than 70 trees at a green belt at Chur Chowk along Peshawar Road to facilitate the provincial government to construct the underpass," said Rana Manzoor Ahmed Khan, RCB Cantonment Executive Officer, while talking to Dawn.

RAWALPINDI: Punjab Chief Minister Muhammad Shahbaz Sharif on Saturday said that
the citizens will soon get rid of traffic problems as billions of rupees are
being spent for completion of mega development projects in Rawalpindi aimed at
providing relief to the citizens.

The CM said this while addressing a big public meeting held in Rawalpindi Cantt after laying foundation stone of Chuhar Chowk Extension Project and inauguration of Golra road in Rawalpindi on Saturday. He said various mega projects were launched by the Punjab government and after the completion of Chuhar Chowk underpass and extension project which would cost two billion rupees and the Chandni Chowk flyover project which would be completed this month the traffic flow would improve in the city.

The CM said that dualization of Golra Mor road to Islamabad Kashmir Highway Chowk project has been completed at a cost of Rs 257 million. He said that another mega project of Institute of Cardiology would be completed within few months.

Utility services transfer costs Rs16.8m in Chur chowk

RAWALPINDI - The transfer of the utility services would cost Rs16.8 million in Chur Chowk expansion project to various departments.

However, funds for the project would be released with the start of new fiscal year from July 01.

Highway Department Punjab official said that in term of utilities transfer WAPDA would be paid Rs10 million, Sui gas Rs3.5 million and Rs3.3 million to Pakistan Telecommunication Authority.

Project Xen Rana Basharat said that 14 lane, Chur Chowk expansion project would be completed at the cost of Rs431.220 million, adding that after the completion of the project traffic from Peshawar to Rawalpindi would become signal free. Under the Chur Chowk expansion project, two lanes on each side will be for services roads, he added.

Traffic surely has smoothed due to the widening of the the road. However, the pedestrian still prefer to use the road rather than the bridge above to cross the road. They like to risk their life instead of prefering a safer route.

On Peshawar Road traffic goes through smoothly after completion of this project before that there was always a nasty traffic jam especially in the morning and evening times.

 

Pedestrian have already broken the fence on different places and cross the road instead of using bridge.
