1. The National Highway Authority through Islamic Republic of Pakistan has been implementing National Highway Development Sector Investment Programme (NHDSIP) with the assistance of Asian Development Bank (ADB) under Multitranche Financing Facility (MFF-1). This facility was signed on 14th June 2006 with a total ADB Loan of US$ 770 Million. NHA intends to request a third financing in the form of a loan under said facility in order to execute the subject project. The eligibility rules and procedures of ADB will govern the prequalification and the bidding procedures.

2. The National Highway Authority (hereinafter referred to as “The Employer”) intends to pre-qualify firms for the Construction of Hassanabdal - Havelian - Mansehra Expressway (E-35), Package-II: Jari Kas - Sarai Saleh Section from KM 20+300 to KM 39+501.

3. It is expected that the invitation for the bids will be made in July 2012.

4. Interested eligible Applicants may obtain further information from the General Manager (P&CA) of the National Highway Authority, Islamabad, Pakistan and inspect the Prequalification Documents at the address given below, during office hours (1100-1600hrs) from Monday to Friday.

5. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to be addressed below and upon payment of a non-refundable fee of Pak. Rs. 4,500/- or US$ 50/-. The method of payment will be a demand draft / pay order in favour of National Highway Authority, Islamabad, Pakistan. The document will be sent by air mail for overseas delivery and surface mail or courier for local delivery. No liability will be accepted for loss or late delivery.

6. Applications for prequalification must be delivered to the address below on or before 22 June 2012 at 15:00 hours. The Employer reserves the right to accept or reject late applications.

7. The Employer will not be responsible for any costs or expenses incurred by the Applicants in connection with the preparation or delivery of their applications.

8. The Employer will notify all Applicants in writing of the names of those Applicants who have been pre-qualified.
