More work on Ring Road

LAHORE: The construction of a section of Lahore Ring Road (LRR) from Gulshan Ravi to Khaira Distributory, which is around 47 kilometres long, will be completed by December 2007 at a cost of Rs 24.8 billion.

Punjab Communication and Works (C&W) Minister Chaudhry Zaheerud Din Khan stated this while chairing the LRR project’s review meeting at his office. The meeting was informed that the Niazi Chowk interchange had been completed while the road from Niazi Chowk to Saggian Chowk was near completion. Likewise, the work on the Saggian Chowk interchange, the road from Saggian Chowk to Gulshan Ravi, that from Niazi Chowk to Mehmood Booti, the road from Barki to Ghazi Road and Lakhudair to Grand Trunk (GT) Road and that from Mehmood Booti to Lakhudair was in progress.

The meeting was also told that tenders for construction of the Airport Access Road interchange, the road from Harbanspura to the airport, the Harbanspura Canal crossing interchange and the link road from Ghazi Road to Bedian Road had been received and were being scrutinised.

Chaudhry Zaheer told C&W officials to accelerate the pace of work on the public welfare project so that it could be completed in time. He said that the government was taking all possible measures to provide comfortable and quick means of communication to the people. The minister said that more large-scale projects would be launched soon in the provincial capital to solve traffic problems.

C&W Secretary Ahmad Yar Khan, Additional Secretary Technical Masoodur Rasool, Chief Engineer Works (North) Muhammad Iqbal Khokhar, Superintending Engineer Munawar Bashir, Road Construction Executive Engineer Sarfraz Butt and other officials attended the meeting. staff report

I saw some of the work near Tokar and I am yet to be even halfway impressed. It has 4 lanes but it looks more like a Boulevard. I was hoping more of an elevated/Ground highway!

Lahore Ring Road Update:

LAHORE: Increasing road accidents on Lahore Ring Road have left a big question mark over whether the road is safe for travelling.

Sources in the Project Management Unit (PMU) told The Post Friday that costly sodium lights installed on both sides of the road could not be turned on due to outstanding WAPDA dues. They said that unless these dues were cleared, these lights would not be turned on.

Although the 2-km part of the 77-km long Lahore Ring Road from Niazi Chowk to Saggian Bridge has been completed, it has not been opened to general traffic thanks to poor planning by the Communication and Works (C&W) Department, NESPAK and the City District Government Lahore (CDGL).

PMU sources said the issue of compensation for land owners affected by the construction of Ring Road was delaying work on this section as all stakeholders, including CDGL, have refused to budge from their positions.

CDGL has proposed raising compensation from Rs 225,000 to Rs 350,000 per marla including 10 percent displacement charges but the matter has not been settled yet. Sources said that the district government's revenue authorities initially offered Rs 195,000 to the victims and later raised the sum to Rs 225,000, but the victims were reluctant to accept the offer.

On the other hand, only one side of the road is operational, while the other has turned into a stand for trucks and buses. Truck drivers and bus owners park their buses and trucks on the road even during day time.

Travelling on the road has become a nightmare due to poor road conditions. The- newly constructed road has been damaged at some points and needs repairs.

Residents, too, are facing problems. There is neither a flyover nor a crossing point on the road. Therefore, the residents on both sides of the road face difficulty crossing the road, especially at night. Frequent accidents involving pedestrians call for immediate attention of the authorities concerned.

The authorities need to build flyovers immediately to facilitate road-crossing and avoid loss of life due to accidents.

PMU Project Director Khalid Farooq refused to comment, saying only the Secretary Planning and Development (P&D) could talk to the media on the matter. He, however, said overhead bridges would be built at certain points on the road.

The Lahore Ring Road Project was launched on December 22, 2004, and President Pervaiz Musharraf performed its ground-breaking ceremony. The project was scheduled for completion in two years at a cost of Rs. 939.6 million. Part one of the Lahore Ring Road (LRR-1) from Niazi Chowk Interchange to Sabzi Mandi is almost complete and the road from Azadi Chowk to Shahdara has been opened to general traffic.

I took some pictures of Niazi Interchange and Lahore Ring Road. To my amazement the Niazi Interchange is complete only finishing work is going on. The whole area is green and looks fantastic. Unfortunately there's no high place from where the whole interchange can be viewed. However, from Satellite it would be a treat to watch. The work on Lahore Ring Road towards Mehmood booti /Airport and Yateem Khana/M-2 is also going on. I did travel towards M-2 for a few kilometers and for about 3-4 km, 3 lanes on either side are complete and after that i could see only 1 side of the road complete while the other was under contruction and road is being widened and buildings being demolished. :)

Thank you very much for the update!

Wasn't LRR supposed to have a green-belt in the middle? That is what they had shown on the TV before the construction had begun!

Govt plans to re-route Ring Road again

LAHORE: The government has again planned to re-route the Ring Road and exclude Ferozepur Road and Gulshan-e-Ravi from the project, Daily Times has learnt.

Sources in the Project Management Unit (PMU) said talks on changing the course of the 35-kilometre-long Phase II of the project were continuing. They said the government wanted to encourage commercial activity along Ferozepur Road and that was why it had excluded the road from the project. “A highway type road running through the centre of a commercial hub is not a good idea,” sources added.

Regarding Gulshan-e-Ravi, sources said people of the area had protested against the Ring Road running through their locality. The plan had envisaged cutting the locality into two so that the Ring Road could run through it.

Under the revised plan, the Ring Road was to enter the city from Bund Road at Gulshan-e-Ravi and connect Samanabad, Camp Jail, Ferozepur Road, Kalma Chowk and Khaira Distributary near Defence Housing Authority. The revised plan envisaged 13 interchanges and flyovers.

According to the original plan prepared by the Lahore Development Authority and Traffic Engineering and Transport Planning Agency in 2000-01, the 78-kilometre-long Ring Road would have cost Rs 20 billion. The army, LDA and TEPA had recommended re-routing it in 2002, which the governor approved and Rs 500 million was allocated to start re-routing.

The first project was to start from Shahpur Interchange on Multan Road passing through EME Scheme and Al-Jannat Town touching Eden Canal Villas. It was to cross Defence Road at Sattukatla Junction after passing along Public Health Scheme, Gulshan-e-Riaz and Technical College.

The road was to run between Defence Road and Hadiara Drain and cross Raiwind Road south of Bhoobatian Chowk along Hadiara Drain to Ferozepur Road after crossing it at Halloki. The road was to reach Bedian Road near Khaira Distributary after passing along Kamhan village on the Ferozepur Road-Jallo Park section.

The road was then to reach Harike Road near Dograi Khurd village, three-and-a-half kilometres away from the Defence Road crossing. Meeting the GT Road after about four-and-a-half kilometres from Daroghanwala after running between Jallo Park and Tulsipura village, it was to reach Mehmood Booti dyke after running along Tajgarh, Hando, Lakho Dehr and Shadipura. The original plan had also envisaged 17 interchanges including several flyovers.

Reportedly, the government plans to complete the construction of Phase I by December 2008. This would cost about Rs 64 billion. The first phase extends over 43 kilometres, from Saggian to Niazi Chowk to Mehmood Booti to Daroghanwala to Lakhu Dar to GT Road to Harbanspura to Cantt to Burki Road to Airport Road to Bedian Road to Khaira Distributary near Chungi Amarsadhu on Ferozepur Road.

The government has divided the northern arc of Ring Road into 19 construction packages including nine interchanges. In the fiscal 2007-8, the government has planned to complete constructing 21.5 kilometres of the road besides buying 60 percent of the overall land required for the first phase. Three interchanges including Niazi Interchange, Saggian Interchange and Interchange at Khaira Disributary would be completed within this year.

Sources claimed that the government had planned not to initiate any work on Phase II, from the proposed Ferozepur Road Interchange to Raiwind Road to Shahpur Interchange and finally linking Saggian Interchange till a final decision on the re-routing
