Karachi Circular Railway System to be revived by 2011

Pakistan Railways has decided to revive Karachi Circular Railway System (KCR) by 2011, an official of the Ministry said on Wednesday.

The decision to this effect has been taken in a high-level meeting presided over by the Minister for Railways Sardar Mahtab Ahmed Khan.

The official said that Karachi Urban Transport Corporation (KUTC) would be incharge of the project being undertaken with the assistance of Japanese company Jica, which he added would prepare feasibility study of the project.

The Government of Japan would provide a soft loan of $ 872 million which would be payable in 40 years. The project would be executed in three years on Japanese and European style. The 50 km KCR will have 21 underpasses and overhead bridges.

The official said around seven lack passengers of 23 different stations of the city would get benefit from the project daily.

He said that under the project 246 trains would ply in the city adding that each train had the capacity of carrying 1,236 passengers.

"The track for these trains will be of international standard and they will be available at each terminal after three minutes," he said.

The official said it had also been decided to launch this project on turn key basis. The contractors would operate KCR initially for two years and after that it would be handed over to Pakistan Railways, he added.

Besides maintenance of KCR, the contractor would be responsible to train Pakistan Railways' staff, he added.

He said that Sindh police would provide security to foreign engineers and other personnel, deputed to commission the project.

The KUTC has also been authorized to finalize financial modalities with local banks. The Board of Directors will be expanded and professionals from the private sectors will be included in it (board), he said.

The official said that the project remained neglected for the last 25 years but the present government had accorded top priority to it.

He said under the project modern commuter system was being introduced which would help solve many problems of the people. "The project will provide a convenient, safe, fast and dignified mode of travelling to commuters," he remarked.

EIA of Karachi circular railway being planned

KARACHI, May 5: The Karachi Urban Transport Corporation has initiated the process of carrying out the Environment Impact Assessment of the Karachi Circular Railway project, it has been reliably learnt.
The KUTC, which is the executing agency of the KCR, has invited organizations with the relevant experience to submit proposals so that they could be entrusted with the task of carrying out the EIA.

Sources told Dawn that a team of Japanese experts was in the city, carrying out a study on the projected number of passengers who would be using the KCR in the future.

They said the KCR was being revived with Japanese technical as well as financial assistance and the project work on the ground was expected to be started in June 2009.

They added that the project was expected to be completed in three years, give or take a few months.

Under the project, a 50-kilometre-long dual track would be laid and all the 18 level crossings would be replaced either with overhead bridges or underpasses so that electric trains running at around 100 kilometres per hour, with an interval of five minutes between two trains, could complete their journey without any hindrance, the sources said.

They added that the KCR was expected to require around 45 megawatts for its train operations.

The sources said that the project was being financed by Japanese assistance of over $ 870 million, with an interest rate of 0.2 per cent a year. The amount is payable in 40 years, with a grace period of 10 years.

The sources said that besides the 44-kilometre-long old route of the circular railway that connected Karachi City station with Drigh Road and passed through Lyari, SITE, Nazimabad, Manghopir, Gulshan-i-Iqbal and also ran parallel to the main line from Karachi City to Landhi, a six-kilometre-long new underground track would also be laid to connect the Jinnah Terminal with the Drigh Road station.

They said that since the KCR passed through the congested and thickly populated areas of the city, the entire track would be fenced so that people living near the track were not harmed by the fast-moving trains.

They said that more than 240 eight-coach trains would be transporting around 700,000 passengers from early morning to midnight daily between the 26 stations, which would be connected by the buses so that people could easily get to the station from their homes or places of work.

The fare would be fixed in accordance with the prevailing bus fare and was expected to be around Rs15, they said.

The sources said that the city’s population, which at the time of independence had been around 300,000, was, according to some estimates, now touching the 15million mark and while the number of passengers was increasing at a rate of seven per cent, vehicles on the roads were increasing at the rate around 17 per cent, choking the already over-burdened road network.

Tracing the history of the KCR, they said that the system had been conceived in the late 1950s and was started in 1964. It touched its peak in 1984 when over 104 trains operated daily, carrying over six million passengers annually.

The so-called transport mafia was said to have manipulated the government or decision-makers in such a way that less and less resources were allocated for its infrastructure improvement, with the result that the system collapsed in 1999 when only two trains were being operated, leaving the commuters at the mercy of the transport mafia.

The sources said that another mass transit system of trams, which had transported a large number of commuters in the congested areas since pre-partition days, also succumbed to the onslaught of the transporters and collapsed in the early 1970s.

Following squeals of protests by commuters, the government reactivated the main-line portion of the KCR in 2005 with just 10 trains. However, the number of trains dropped over the years and at present around four trains were being operated.

Representatives of the Sindh government, the city government and the Pakistan Railways are on the board of the directors of the KUTC, which would be run on a day-to-day basis.

Responding to Dawn queries, KUTC managing director Nasreen Haque said that things had started to move. She said the road network was already choking and with the number of vehicles growing fast it would be almost impossible to move around the city in the next few years without a rail-based mass transit system.

PR committed to complete KCR project by 2011

ISLAMABAD: Karachi Urban Transport Corporation (KUTC) has submitted documents to Securities and Exchange Commission of Pakistan (SECP) Karachi for company registration as the first step to revive Rs 60 billion worth Karachi Circular Railway (KCR).

According to Pakistan Railway (PR) officials, railway was committed to complete the controversial and most delayed project by 2011.

They said, Wilson Railway submitted revalidation report of KCR last month and this month a meeting of steering committee under Chairman Railway, Kashif Murtaza, besides Member Finance, Member Technical, Assistant General Manager, Infrastructure and Business Unit (IBU) would access and examine the revalidation study.

Railway officials told Environment Impact Study of KCR would be carried sight to sight, if steering committee would be satisfied with the revalidation report, the PC-1 of the project would be initiated and at the same time a request of loan of $872 million would also be submitted to Japanese government. He hoped the loan would be a soft loan, as these types of railway projects do not fall in category of commercial projects world over. The official hoped that if every thing remains the same the KCR project would be completed in 30 to 36 months.

Senate body to discuss KCR

ISLAMABAD: The Senate Standing Committee on Environment will review the possibility of the revival of the Karachi Circular Railway Project (KCR) in its meeting on Thursday, said a press release on Monday.

The committee has taken serious notice of KCR’s closure by the previous regime and has recommended that it be restarted. The committee will also review the issue of vacating five depots, allocated by the CDGK for use as CNG filling stations, as part of a project sponsored by the government. app

Revival of KCR awaiting approval from Planning Division

The revival of urban rail-based public transport system, Karachi Circular Railway (KCR), just needs a nod from the Planning Division of Government of Pakistan, as the PC-1 of this vital project is gathering dust at the Planning Division, Islamabad.

Well-placed sources in Karachi Urban Transport Corporation (KUTC) told PPI that the PC-1 of the revival of the KCR had been submitted to the Planning Division of Government of Pakistan for approval since long, but it’s still awaited. They said an eight-member team of Japanese engineers and consultants is due in Karachi in November 2008, and if the Planning Division approves the PC-1 without further loss of time, the Japan government will sign an agreement of $872million loan for the revival of the KCR in January 2009, as per plan.

Soon after the inking of the agreement, this soft loan will transfer to Pakistan and physical work on the project will be started, said the sources, adding financial year of Japan starts from April and the Planning Division should approve the PC-1 immediately, so that loan can be obtained before Japan’s new financial year starts. The sources said the revival of KCR is already behind the schedule and more delay in the approval of PC-1 will further delay the initiating of physical work on the project. They said after the survey, Japanese consultants had fixed a period of four years for the completion of the project, saying lazy Pakistani labour cannot work hard so the work should be done as per eight-hour daily shifts. While a Pakistani consultant suggested relevant authorities if work is carried out round the clock in three eight-hour shifts, the project can be completed only in one and half years.

The KCR has earlier its ‘Right of Way’ in existing track so the project will not face hindrances in laying a new track. There is no need to disturb utility service lines of Karachi Electric Supply Corporation (KESC), gas, Karachi Water and Sewerage Board (KWSB) and Pakistan Telecommunication Company Limited (PTCL), as the KCR will be revived on earlier existing track. Earlier, track comprises single railway line but as per new plan double lines will be laid. The sources said having ‘right of way’ is a plus point of the KCR, as the Karachi Mass Transit from Sohrab Goth to Mereweather Tower has been delayed since long, due to lack of ‘Right of Way’.

The sources said both American and Japanese engineers will supervise the work on the project, adding a private operator (firm) on international repute will handle the KCR. It will be responsible of operation and maintenance of the KCR. The KCR project will be developed as per Singapore, Delhi, Bangkok and Tehran modules. They revealed that Japan will give $872million loan for the KCR revival to Pakistan on just 0.2 per cent mark up. The loan will be paid in 40 years, with the grace period of first 10.

Responding to question about encroachment on existing track from Gulistan-e Jauhar to Nazimabad, they said in past Pakistan Railway staff had been deputed there to clear encroachment and drain out water of broken Nullahs near the KCR track. They added this issue has already been taken up with the City District Government Karachi (CDGK) and will be resolved soon.

The new KCR project comprises four stages. In first stage trains will be operated from Karachi City Station to Liaquatabad. This stage will be executed within 12 months soon after the start of work. In the second stage trains will be operated from Liaquatabad to Drigh Road Station. In the third stage, the KCR track will be linked to Karachi Airport, while in the fourth stage, the KCR trains will be operated in remaining areas. The last three stages will take a period of one year each for execution.

The sources said about 242 trains will provide commuting services to some 680,000 passengers on daily basis. Eight Civic Centres will be established near the KCR track at different spots to facilitate commuters. Existing old track of the KCR will be rooted out and new double track will be laid. Due to operation of Pakistan Railway’s trains, a parallel track will be laid from Cantt Station to Drigh Road Station for the KCR. The KCR trains will be operated by electricity. Only 45MW electricity will be needed for this operation. Japanese engineers have asked us to ensure smooth supply of electricity for the KCR, said the sources, adding the matter has been raised with the concerned quarters.

BACKGROUND OF KCR

In 1964, Pakistan Railway had established the KCR. About local 104 trains were in operation under the KCR by 1985. The Government of Pakistan did not release funds for repairing and maintenance of locomotives and bogies of the KCR. As the Pakistan Railway could not afford expenditures of maintenance, so gradually the KCR operation came to end in 1999.

In October 2004, the then Prime Minister Shaukat Aziz constituted a Task Force for the revival of KCR. Shahid Khaqan Abbasi and Adil Siddiqui were members of the task force while City Nazim Karachi did not consent to be member of it due to his engagements for the city. In December 2004, the task force presented its report to Railway Minister and Prime Minister. In March 2005, the then Prime Minister Shaukat Aziz inaugurated formal revival of the KCR by travelling in a train from Karachi City Station to Cantt Station.

The sources said that the request of Government of Pakistan, Government of Japan sent its consultants to Karachi. Japanese consultants inspected the existing KCR tracks. In March 2006, recommendations were submitted to the Government of Pakistan for the revival of the system. They said now the PC-1 of new KCR is with the Planning Division and waiting for approval.

KCR revival awaiting Ecnec approval

KARACHI, Sept 22: Revival of Karachi Circular Railway (KCR) still needs approval of the Executive Committee of the National Economic Council (Ecnec) even though the Central Development Working Party (CDWP) has already approved it.
Well-placed sources in the federal government told PPI on Monday that the CDWP had forwarded the KCR revival plan to the Ecnec.

Physical work on the project could only be started after its approval by the Ecnec, they said, adding that the item was yet to be placed on the Ecnec agenda.

According to the sources, there are nine stakeholders of the KCR who are supposed to supervise its revival. Among them, the Sindh chief secretary and the transport secretary represent the Sindh government; the Karachi nazim and his one nominee represent the City District Government Karachi (CDGK), four officials represent the Pakistan Railways and one nominee represents the private sector.

“Pakistan Railways will be owner of the KCR with 60 per cent shares while the Sindh government has 25 per cent shares and the CDGK is a 15 per cent shareholder,” the sources said.

“The question that whether it will be the Sindh government or the CDGK which will bear the operative loss if incurred by the KCR may not arise at all as the control of KCR, after its revival, will be handed over to an internationally reputed operator (a firm that already operates railway systems in different countries,” the sources said, adding that the firm will be bear the responsibility of KCR operation and maintenance.

Referring to the proposed plan for the revival of the project, the sources said that the KCR would charge a fare of 85 paisa per kilometre. A total of 256 train services will be available and some 22 up and down trains will be operated after every hour.

According to a survey conducted by Japanese engineers, more than 700,000 commuters will benefit from these services. A UK-based railway consultant firm has assessed the survey and endorsed it.

Allaying the apprehension of heavy losses to be incurred by the KCR again, the sources pointed out that the operating firms had offered to undertake the whole operation on its own.

“The firm would generate revenues through ticket collection, advertising (i.e. billboards, hoardings, etc at platforms), auction of stalls at all KCR stations and several other means.” The private sector, they said, would be offered contracts for the construction of buildings comprising offices, shops and residential apartments using KCR land along the platforms, as envisaged in the plan. This would be an added source of revenue generation.

Such contracts are to be awarded on a “build, operate and transfer (BOT)” basis.

KCR plan Eight civic centres will be constructed on KCR land near stations in eight different towns. The rent charged from the tenants would go the KCR operator.

The sources stated that the KCR would construct three flyovers and 19 underpasses along loop.

The KCR revival plan was chalked out basically to reduce the mounting pressure of vehicular traffic on city roads and avoid unmanageable traffic jams feared to occur on most of the city roads in future.

Such a situation is bound to affect directly the economy of the city and the province and indirectly the national economy, experts in the relevant sectors observed while commenting on the merits of the KCR revival.

10-member Japanese team carrying out survey for KCR revival

* Team reached Karachi on November 10, Tokyo bearing residential, food, transport and other expenses of the team

KARACHI: A 10-member special assistance Japanese team is carrying out study for revival of the Karachi Circular Railway (KCR). The survey was started last month. The Economic Affairs Division of Pakistan has requested the Japanese government in written to finalise the issuance of grant for this purpose from next year.

Well-placed sources in the federal government told PPI on Friday that a 10-member special assistance Japanese team reached Karachi on November 10. The team includes engineers, urban specialist, finance specialist, railway specialist, management specialist, and environment specialist. The Japanese government is bearing the residential, food, transport and other expenses of the team in Karachi.

They walk some eight kilometres daily along the old KCR track to conduct the study. They have completed traffic and operational survey so far. “They spend a whole day at the old KCR track to conduct study and in the evening they discuss it in a meeting. They have submitted several reports in this connection to Japan and Pakistan governments,” sources told.

The Japanese team have also prepared a questionnaire to know the opinion of the Karachiites regarding the revival of the KCR. They visit different bus stops located near the KCR track and ask people to express their opinion and suggestions.

The Japan International Co-operation Agency (JICA) has set up a head office in Islamabad and a branch office in Karachi. This agency is also monitoring the KCR revival study, as it would issue grant for the revival. The JICA Regional Head for Southeast Asia Morikawa visited Pakistan on Dec 6. He held meetings with Pakistani government officials in Islamabad and Japanese experts in Karachi to review the study reports of the KCR revival.

They said India has obtained $3 billion from JICA for Delhi Metro Railway. A large number of passengers travel by this service daily, which has re-paid the loan to Japan from its income and now running in profit. More work is underway on expansion of Delhi Metro Railway. About 1.5 million commuters travel by Kolkata Local Railway. India has continued negotiations with JICA to achieve more loans of $4.5 billion in order to construct and expand metro railway service in Mumbai, Hyderabad, Deccan and Bangalore.

“JICA officials have opined that the Pakistani government officials lack decision-making power and have never asked for loans for constructing metro railway service in other cities of Pakistan,” sources told.

Although the Japanese team working in Karachi has submitted several study reports regarding the KCR revival to the Japanese government but it would submit the interim report in February 2009 and final report in March 2009.

The financial year of Japan starts from April instead of June and it is expected that Japan would earmark grant for KCR revival in its new financial budget, sources hoped.

Japan will issue $872 million grant for the KCR revival. Japanese officials have also said that early issuance of the grant depends on negotiations between Pakistan and Japan governments. According to the Japanese team survey plan, 247 trains would daily run on the KCR track. Earlier, 104 trains used to run daily on KCR track when it was closed in 1999.

About 31 KCR railway stations would be constructed while double track would be laid from Cantonment Station to Drigh Road Station. The first phase of the KCR revival would be completed in 12-14 months and trains would start to run on the track from City Station to Liaquatabad Station. Soon after the completion of the first phase, work would be started on the second one. ppi

Japan asked to release $872 million for KCR revival
GHULAM ABBAS

KARACHI (December 13 2008): The government of Pakistan has sent a formal request to the government of Japan for release of the promised $872.316 million STEP loan to be used for revival of Karachi Circular Railway (KCR).

The government, in a letter sent to Japan's Ministry of Economy, Trade & Industry, a couple of days back, has requested for the issuance of the loan to commence the already delayed project, sources told Business Recorder on Friday. They said the government of Japan had commissioned a study on revival of KCR as modem commuter system under the aegis of Japan External Trade Organisation (Jetro).

Jetro survey team, sources said, had recently flew from Karachi after completing the study of the project, planned to be started with the investment of $872.316mn under STEP loan. The studies like environmental impact Assessment and Special Assistance for Project Formation (Saprof) were underway.

They said the PC-I of the project had been cleared in principle in the CDWP meeting on September 16, 2008. They said that the delay in starting the project was due to process of study by the government of Japan since it was first commenced in October 2005 and the report was finalised in March 2006.

The government f Pakistan and Jetro are likely to finalise the agreement by May 2009, within three to four years of which the project would be completed, sources added. Karachi Urban Transport Corporation (KUTC) Executive District Officer (EDO) Zaheerul Islam said that the project was still going through the process of study and survey and was likely to be finalised in February 2009.

He said that KUTC, being the vehicle for the implementation of the project, had provided all necessary facilities to the Japanese Group, which was busy making a survey report of the existed infrastructure, locations and evaluation of the needed steps to be taken by their government for the revivalism of KCR.

Karachi being the economic engine of growth has currently the increase rate in traffic of 7.2 percent, buses 17 percent per annum, which causes the tremendous increase in congestion and accidents. Sources said that railway-based mass transit system was the only solution to cater to the public demand in the over-populated metropolis.

Japanese team completes KCR feasibility report

KARACHI (February 11 2009): The Japanese survey team has concluded its feasibility report of the $872.316 million project for revival of Karachi Circular Railway, paving the way for grant of loan by Japan in May 2009. Another Japanese survey team, which was busy with making further study about the project aimed to mitigate traffic problems in the metropolis, sources told Business Recorder on Tuesday.

The 10-member Japanese team, they said, would come back to Pakistan again in March this year, and the governments of Pakistan and Japan are likely to sign the loan agreement in May 2009. After the release of funds, the project is to be completed in three to four years.

According to the agreement with Pakistan, Japan External Trade Organisation (Jetro), commissioned by the ministry of economy, trade and industry, Government of Japan, would provide 100 percent funding for the project under Japanese STEP loan at 0.2 percent mark-up rate for a 40-year payback time, including a 10-year grace period.

Currently, the project had been undergoing different assessment studies, like Environmental Impact Assessment (EIA), Special Assistance for Project Formation (Saprof), etc, led by a group of Jetro, which were likely to be completed in the current month, said the sources.

They said that Karachi was facing tremendous growth in traffic at 7.2 percent annually, beside its disproportionate yearly growth of buses of 17 percent causing congestion and accidents, increasing in travelling time. Therefore, railway-based transport system was the need of the hour. They said the railway based mass transit system was only the solution to cater the public demand in the over populated metropolis.

However, they said that for completion of the project in time, government's attention and seriousness were needed to get the mega project on fast track by requesting the Japanese government for the immediate release of funds it sanctioned for the project.

Proposed KCR design changes set to increase project cost

KARACHI, Feb 27: Some changes are being made to the design of the Karachi Circular Railway by significantly increasing the elevated portion of the tract, hiking the cost of the much-delayed project by more than one third of a billion dollars, it emerged on Friday.
According to sources, roughly 10 per cent of the nearly 50 kilometres of the KCR tracks were to be elevated to negotiate some 22 level crossings under the earlier plans, but now, with the road network being extensively expanded, almost 40 to 50 per cent of the track will be elevated.

They said that between 20 and 25 kilometres of the elevated portion of the dual railway track would pass through densely populated areas including Gulistan-i-Jauhar, Gulshan-iIqbal, Nazimabad, SITE and Baldia.

They added that the cost of the project was earlier estimated at around $872 million, but it was now expected to be somewhere between $1.1 billion and $1.25 billion.

The sources said that a team from the Japan International Cooperation Agency (JICA), which is funding the project, was scheduled to come to the country in the next few weeks to meet the Karachi Urban Transport Company (KUTC) and other top officials of the country in this regard.

The sources said that a Japanese development loan was being given at a highly subsidised rate of 0.2 per cent markup for the project. The loan was returnable within 40 years, with an initial 10 year grace period, they added.

The sources said that under the project, air-conditioned trains running at between 45 and 60 kilometres per hour would be operating between 5am and midnight, with a gap of around four minutes between trains. There would be approxi mately 30 stations, with each stop lasting between 40 seconds and one minute.

They said that some 250 trains powered by electricity, to be obtained from dedicated power generation stations, would be carrying approximately a million passengers a day, with each train having a capacity of approximately 1,700 passengers paying a distance-based fare ranging between Rs7.50 and Rs25. The fares were chosen in order to make the system competitive with the current roadbased public transport fares.

The sources said that the 40kilometre-long Delhi Metro sys tem’s accounts were being used for reference when it came to this project. The Delhi Metro was constructed using a foreign loan of $2.78 billion, which was obtained at a comparatively higher mark-up rate of over 1 per cent.

They said the Delhi system was being used by over 0.6 million commuters every day, and after returning its short-term and long-term loan commitments and all other expenses, it earned a profit of over Rs2.5 billion during the year 2007.

Access to the stations on the KCR would be limited, with commuters only allowed to board trains if they had smart cards or e-tickets, with planners saying this would eliminate the ‘free rider’ problem. All of the tracks would be fenced so that people living along the railway lines were not accidentally run over by the fast-moving trains, said the sources.

At present, a large number of people are killed every year while crossing over unfenced railway tracks – on both sides of which numerous encroachments, katchi abadis and slums have mushroomed – in the city.

The sources said that Karachi commuters, who are held hos tage to the exploitive transport mafia that is aided by the corrupt and inefficient administration, would switch over to the comparatively quicker KCR trains – which will complete the entire 50-kilometre distance in around 60 to 70 minutes – if the fare structure was prepared realistically and was within the reach of commuters.

They said that Karachi was among the few mega cities which did not have its own railway-based mass transit system and commuters had to travel in buses and minibuses, the majority of which were poorly maintained and harmed the environ ment with poisonous emissions. They said commuters currently had to endure subhuman conditions, sometimes even sitting on the roofs of buses and vans.

Responding to Dawn’s queries, the KUTC managing director, Ejaz Khilji, said that some changes like enhancing the elevated portion of the track were being incorporated in the initial KCR project, which could enhance the cost slightly and a JICA team had visited the country a few days back. He said another JICA team was scheduled to visit the country in connection with the project in the second week of March.
