Description:

Lahore High Court is the oldest superior Court in the country and its predecessors Court have been providing justice since 1866. Presently, Lahore High Court stand established by virtue of article 175 of Constitution of Islamic Republic of Pakistan. It has principal seat at Lahore and three benches at Rawalpindi, Multan and Bahawalpur

Lahore High Court is located on Sharah-e-Qaid-e-Azam near GPO. Hanged Prime Minister of Pakistan Zulfiqar Ali Bhutto's case was prosecuted and sentenced to death here.

LAHORE HIGH COURT is the cheif court of the Punjab. The history of the High Court at Lahore is spread over the last hundred and fifty years.

By 1830, Maharaja Ranjit Singh, the famous Sikh ruler of Punjab, consolidated the innumerable small principalities ruled by independent chieftains in the Province. Before the consolidation, there were no Judicial Courts, no written laws and no established authority to maintain or enforce them. The chieftains decided cases according to their own whims and discretions Certain rules of customs for settlement of civil and criminal disputes through arbitrators governed the field , but they were by no means uniform or reputable.

Even during Maharaja Ranjit Singh's period, no great judicial reforms were introduced. The Saddar Adulate Court (Chief Court ) at Lahore was the sole Court in his realm. There were officers dealing with fiscal and military matters, but none specifically to dispense civil or criminal justice.

The annexation of the Punjab by the British was immediately followed by the creation of a Board of Administration in 1849 consisting of three Members. The Board had powers of a Sudder (Chief) Court of Judicature and a Sudder Board of Revenue.

In 1853 the Board of Administration was replaced with a Chief Commissioner, and two Principal Commissioners separately appointed for Judicial and Administrative work. The Judicial Commissioner was the Chief Judge of appeal and his Court was the final appellate Court.

Development in the High Court complex has been going on from time to time. The Old block is the first structure to be erected in this complex, followed by a symmetrical expansion of court blocks over a century. Further a Bar Room and other ammenities were provided in 1970's. The New Court Blocks were constructed in early 2000. See Google Image for masterplan.

One of the highest law institution of our country, but I found the master planning quite haphazardous. Security had been quite tight while I photographed the complex from outside due to bomb blast right next to the GPO Intersection. The reason of posting up such pix is to highlight what sort of place it is, how well it is maintained, the security measures taken, the planning, composition of various buildings and blending in the surrounding environment.

Lahore: LHC to have parking plaza

YASIR HABIB KHAN
LAHORE - The State of the Art four-story parking plaza at the cost of around Rs 650 million is soon to be constructed on the premises of the Lahore High Court to provide parking facilities to LHC judges, advocates, other officials and thousands of visitors.
The Traffic Engineering and Planning Agency (TEPA) has carved out the design for parking plaza in lines with futuristic demands.
The parking plaza would be constructed on around three canals land and would have a parking capacity for about 500 cars.
Sources revealed hat under the design, parking plaza would have one basement and three floors.
Sources informed that basement and two floors would be exclusively earmarked for the parking of cars.
Some portion of the ground floor would be allocated for the establishment of the finest canteen while last floor would be allocated for the establishment of offices, sources disclosed. Sources said that proposed.
Sources revealed that LHC had constituted a committee headed by Justice Hamid Shah to address long-standing parking problem on the LHC premises. “Following the consultation of a month, the Committee decided to seek suggestions from the TEPA.
With marathon meetings to figuring out parking issue, LHC committee and TEPA officials jointly reached to a conclusion to construct four story-parking plaza,” sources said.
They detailed that TEPA was entrusted a task to design the parking plaza.
“The agency surveyed entire premises of LHC and finally earmarked approximately three canals land where the proposed parking plaza would be constructed,” sources mentioned.
Sources said that TEPA had submitted the design of the parking plaza to LHC authority.
Sources clarified that LHC had discretionary power to select TEPA or other construction agency to award a contract to build the parking plaza.
Asked TEPA Chief Engineer Khushhal Khan replied “LHC approached us to draw a design for the construction of parking plaza.”
He said that it was the difficult project as TEPA officials had to face a number of problems in the designing process. He said that unplanned construction of different buildings along with three old trees historically worthwhile on the premises of the LHC were the great impediment in the process of designing of parking Plaza.
He said that parking plaza would help ease the traffic congestion in the surrounding of the Lahore High Court.
He said that now the judges, advocates and visitors of LHC are forced to park their vehicles on Mazang road, Moj Darya road, AG office road and other artilleries leading to LHC buildings.
He said that after the construction of the parking plaza, maximum cars would be parked in the proposed parking plaza. Resultantly, surrounding roads would be capacious and problem of traffic congestion would be addressed.
